MP calls for review of open prisons after escaped rapist remains at large

An MP is calling for reviews into the running of open prisons after a convicted rapist has been on the run in Lincolnshire for two weeks.

Paul Marshall, 53 was reported missing from HMP North Sea Camp on November 22 after being jailed for rape and wounding with intent.

Marshall was initially thought to be in the Mansfield/Nottingham area as police encourage people to remain vigilant.

They added people should not approach him if they see him, but should instead call 999 quoting incident 298 of November 22.

Nottinghamshire Police previously released CCTV images showing Marshall in Mansfield town centre, but their Lincolnshire colleagues confirmed on November 30 that he has still not been found.

Skegness and Boston MP Matt Warman has now stated that a review may be needed into the new system at HMP North Sea Camp after multiple incidents this year.

He said: “We have to, more than anything else, get him back where he belongs which will be closed conditions now rather than open conditions.

“But we also need to look at whether it is the new system that needs further improvement or whether this is a consequence of the old system because one escape is one too many and we have had more than we should have had over the last year or so.”
